The Notwithstanding clause...

Obviously, Paul Martin was desperate. So, all of a sudden he brings up a constitutional change. I think we can all agree that this sort of proposal deserves more than two weeks of debate.

Unfortunately, his proposal does nothing to help the most aggrieved minority in this country -- English-speaking Quebecers. Their language rights were trampled on (and still are) and he won't even speak up for them.

Good point Fred. I've often thought that it didn't make sense when the rest of the country was expected to be bilingual if they wanted equal access to federal jobs.
