Many of these people, it seems, are people much like Onslo on the British TV series 'Keeping Up Appearances'. These are people who spend most of their lives living on the dole while complaining that it's everyone's fault but their own. The various councils felt they could kill two birds with one stone by hiring these slugs since it provide some form of oversight as well as helping reduce the municipal welfare costs.<BR/>The only problem is that many of those hired saw this as a chance to get even with society as well as with neighbours they felt were against them. People's lives have been turned into fodder for horror stories as the rogue inspectors cited them for every minor infraction.
