Are the Palestinians gearing up for terror?

This is indeed worrying. But, it speaks to the necessity of disarming the terrorists as soon as possible.

Palestinian militants in the West Bank are planning a new wave of violence after Israel completes its withdrawal from the Gaza Strip in the summer, according to Israeli security officials.

The officials, speaking on condition of anonymity because of the sensitivity of the material, said militants have stepped up arms smuggling from Egypt in preparation for attacks in the West Bank in September or October.

Violence has dropped considerably since Israel and the Palestinians declared a cease-fire on February 8. Palestinian leader Mahmoud Abbas persuaded militant groups like Hamas and Islamic Jihad to join the truce, but the Israeli officials said evidence is mounting that the militants are stockpiling weapons and planning another round of attacks.
