And,, this is a conservative?

He's going to use quotas??? Has he heard of local democracy???
David Cameron [conservative leader in the UK] will unveil controversial plans today to use quotas to accelerate his drive for more women parliamentary candidates in the Conservative Party's target seats.

The Tory leader will announce that in future at least half the names on the final shortlist for selection in these seats must be women.

He will also risk a showdown with party traditionalists by spelling out proposals to strip grassroots members of the final say over who becomes their candidate.
There's no need for quotas to increase the number of women who sit in Parliament. Women make up 51% of the electorate - if they want more women in Parliament, they can just do it. From my perspective, it makes no difference if we have more or less women - all I care about is competence.
