China will reject any demands that it cut greenhouse gas emissions to the same level as the U.S. and other developed nations, an official said Thursday.Developed nations bear major responsibility for climate change and must lead the way in reducing emissions, said Xie Zhenhua, who will head China's delegation to next month's global climate change meeting on the Indonesian island of Bali.
"China will play its due role and take its due part in the process of emission reduction, but we will absolutely not take on the commitment of taking on the same responsibilities and making the same commitments as the developed countries," Xie told reporters.

global warming predictions.
I would think that Harper can actually use Kyoto in an election campaign if he asks the question of how Dion et al plan to involve emerging BRIC nations and other emerging nations to get serious about managing their own emissions. Clearly this post and the last indicate that emerging nations will not tolerate binding targets.
