Doesn't he mean boys?

Romeo Dallaire has come out against using boys as canon fodder. Good idea, but why is it so gender neutral on CBC?
He said government and rebel armies that recruit children only see them as a strategic tool in warfare.

"Children are effective, and they're effective in large numbers too. The government of Burma uses 50,000 kids in their army," said Dallaire, a retired general who led the ill-fated UN mission to Rwanda in 1994.

"Some governments and many of the rebel organizations saw in the child soldier a much more effective weapon than the adult.
Here's an example of a 'male' issue being made gender-neutral. Someone's being politically correct.
