But, Prime Minister Layton is still dithering about when to call an election.
NDP Leader Jack Layton said Monday that he cannot support the Liberals' health-care package; however, it remains unclear whether he intends to trigger an election campaign.
In a speech to The Canadian Club of Toronto on Monday, Layton would not say outright whether he would try to topple the minority government.
Layton said that if the package was before Parliament, his party would vote against it.
"So unfortunately, I don't believe that there are grounds to go forward," he said.
"Also unfortunately, those of us committed to getting things done in this Parliament, and for all of those who were attempting to do so, there is no basis for our party to express confidence in this government," he said.
"This Parliament's life is likely limited."
