Martin just misses the point...
How does Paul Martin want to address violence in Toronto? Well, he wants tougher sentences for gun-related crime. This does not address the problem.
The federal government's plan has three parts:What about looking at which immigrant groups integrate well into Canadian society and which don't. Let's have a firm look at the Jamaican community - perhaps a targeted approach might work better than a broad brush.
• Tougher sentences for people convicted of gun crimes.
• Funding for community organizations who try to reduce guns and gang violence.
• More money for youth justice projects in Toronto, including two happening now.

Not to mention that the Conservatives thought of tougher sentences for gun crimes long ago.
Martin's theft of Conservative Party Policy is outlined here.
