Refugee camps in Jordan?

I was just reading the latest news on Al-Zarqawi and his threats against King Abdullah of Jordan, when I came across this.
Palestinians from Jordan's 13 refugee camps also took part in the protest.
Why on earth are there 13 refugee camps in Jordan for Palestinians? Isn't it about time for these refugees to be resettled - either in Jordan or in the Palestinian territory? In fact, these are not refugees at all - they are the descendents of refugees.
