The Kyoto Accord is at best a tentative starting point, not a solution. Even if it were fully implemented by all its signatories -- an unlikely prospect --Kyoto would only push back to 2100 the level of global warming that would otherwise occur by 2094. According to a report last month by respected British economic consulting firm Lombard Street Research, actually preventing global warming would cost the world economy a staggering $18-trillion, the equivalent of 45% of a year's global domestic product.
