Syria suggested on Thursday that Israel dropped uranium particles onto Syrian soil from the air to make it look as if a covert nuclear weapons plant was being built there, diplomats at a United Nations nuclear watchdog meeting said.

Actually Israel built the Syrian reactor and then bombed it to frame the Syrians

Because Israel is a responsible country and the rest , well , ask the Kurds in Iraq about the chemical weapons used against them or the Yemens.
Egypt used chemical weapons (mustard and phosgene) against Yemen in the sixties
