China alone is building the equivalent of about 2 coal-fired plants a week....
By 2012, the plants in three key countries - China, India, and the United States - are expected to emit as much as an extra 2.7 billion tons of carbon dioxide, according to a Monitor analysis of power-plant construction data. In contrast, Kyoto countries by that year are supposed to have cut their CO2 emissions by some 483 million tons.

...and that is what makes Kyoto a complete and utter waste of time and tax dollars. It exempts two of the three largest polluters of greenhouse gases - India and China.
The only feeble defences I have heard of this is "we have to do something" and "we're setting an example" that somehow, some way, India and China will go, "Oh! Canada is cutting greenhouse gases, and now they are facing massive unemployment as companies abandon them for too restrictive environmental policies! Maybe we should too!"
Makes perfect sense.
So basically, all the sucker nations who signed on to Kyoto, will be supporting through its taxpayers dollars, the infrastructure of polluter nations..
The citizens of the affected nations will in effect be subsidising the destruction of their own economies, while the non Kyoto countries build massive economies and pollute with license.

China on Thursday accused the developed world of hypocrisy on climate change as it defended itself against a report that said it had passed the United States as the world's top emitter of carbon dioxide.
A Dutch government research body said Tuesday that China's carbon dioxide emissions -- the main greenhouse gas responsible for global warming -- surpassed those of the United States by eight percent in 2006.
Foreign ministry spokesman Qin Gang said China's position was unsurprising because of its rapid economic growth, its massive population and that it was doing a lot of the manufacturing for richer countries.
"China is now a world factory. The developed countries moved a lot of manufacturing industries to China," Qin told reporters.
"A lot of things you wear and you eat are produced in China. On the one hand you increase the production in China, and the other hand you criticise China on the emission reduction issue, so it is unfair."
The Senate has agreed to pass Pablo Rodriguez's "Kyoto Implementation" Bill C-288.
Let's see how Dion finesses his way through this one, when Harper refuses to allocate any budgetary dollars (the Speaker already ruled he doesn't have to allocate dollars for private members bills)
for this Bill.
Anyone who expects Canada's killing it's economy (hello Toronto Twink) to achieve victory in the war on global warming obviously thinks the Titanic crew should have been able to save that ship by bailing out the water with a couple of tea cups.
We, in the West, should sacrifice our economy to prove that we are committed to implementing Kyoto.
We must not let ourselves fall into the the moral arrogance of the climate change denial squad that seems to back everything of GW Bush!
