How's this for a youth justice proposal???
This is from the UK...Teenage offenders will avoid court if they say "sorry" to their victims under a major reform of youth justice.
Ministers hope that the so-called "restorative justice" approach will drastically cut the number of young offenders by 2020.

Seems an awful lot like the de facto youth justice strategy already in effect, considering the crimes in question are "most likely" to be first offenses of vandalism, shop-lifting, and the use of offensive language. Anyone who's ever attended high school can think of dozens of instances where young people caught doing these things weren't sent to court -- in many 'shocking' cases the police are never involved at all.
Restorative Justice is not new and has been successfully used in other parts of thw orld for many years. The concept is in fact hundreds of years old. I work in a school and we use it...and it works.
Use it wisely and it is effective. It clearly focusses on the victims, their needs, their wishes, and repairs the harm caused to them.
It can appear to be a soft option, but making an apology in front of your parents, your peers and the victim....no so easy.
Give it a chance.

it will cut the official numbers of young offenders but do nothing to stop crime. blather.
just because they get away with it and have become smart enough to not get caught again - doesn't mean 'restorative justice' works.
